Clean and affordable. Friendly concierge and good staff. WiFi was often in disorder, but fair when it worked. Stayed there two weeks for shopping and business, and would probably go back if on a budget.
July 2014 visit/extended stay

I was able to stay at Casa Amigo during my time in Cebu last summer. It was my first home away from home, and it became the place I would return to after short stays in Bohol, Oslob, and northern islands. The service was quite good: I asked to change rooms after my first night due to the presence of ants, and they were very accommodating. They also kept the room for me and my travel companion during our interim visits; and they kindly kept luggage for us in storage.
in terms of location, it is in a quiet residential area, not far from the major streets, so it was not impossible to find.
I'd recommend it for budget travellers, and so long as you don't expect elevators, it works well as a safe place in the middle of a bustling city.
Decent budget accomodation

Casa Amigo is a very good option for someone looking for basic accommodation in Cebu City at a decent price. The location is not the best (located on an out-of-the-way street), but is in easy reach of most locations in Cebu. About 15 minutes walk from Osemña Circle, 10 minutes cab or 20 minute walk to downtown, 15 minutes to ferry port, 45 minutes from the airport.
The rooms are basic, but clean and there are good views from the roof terrace on the 5th floor (not that Cebu is much to look at!). The staff were helpful if not overly friendly, and there is on-site security 24 hours a day as well as security cameras throughout the hotel.
There is also free wifi which is available in all the rooms, as well as a faster connection in the hotel lobby.

Got into Cebu very late and a friend found this hotel for me. The cheap rooms are on the 4th floor with no elevator. The room itself had an old air conditioner, tv that didn't work a bed and not much else. Positive, bathroom did have hot water. Noise from the chicken coop next door made sleep almost impossible. Look fire something else if you can.
